RATCHAPRASONG, APRIL 19, 2010: United Front for Democracy against Dictatorship (UDD) co-leader Jatuporn Prompan told red-shirt protesters earlier tonight that a meeting at the Center for the Administration of Peace and Order (CAPO) lead by Thai Army chief  General Anupong Paochinda resolved the following:

The Thai Army will undertake the following actions in response to the red-shirt protest at Ratchaprasong:

1. Crowd dispersal – to be taken place within seven days from today, April 19, 2o1o using troops from the 1st, 2nd, and 9th divisions.

2. The army will develop and revise its plans for dispersing the protesters daily.

3. The army will reduce the number of troops stationed at Government House from the current 24  companies to just eight as the threat has been reduced following the movement of the red-shirt protesters from Phan Fa Bridge to Ratchaprasong.

4. The army will distribute 600 long-range sniper rifles to troops involved in the clearing action

5. Troops involved in the clearance operation will be able to draw an unlimited number of rubber bullets and live rounds.

6. Troops who will use the long range sniper rifles will undergo additional rifle range practice at Kiakkai Barracks.

7. The army will seed soldiers with M-16A2s amongst red-shirt protesters in an attempt to create a confrontation between protesters and the military.

9. That in order to succeed with the mission an adequate supply of rubber and live bullets and grenades have been prepared.

In addition, Mr. Jatuporn said the CAPO meeting resolved to:

1. Close down all media and websites related to the red-shirt movement and once the action began mobile phone service providers including DTAC, AIS, and True will be instructed to block SMS/text messaging services.

2. Red-shirt leaders’ movements will be monitored as much as possible with the aim being to either arrest or to kill them.

3. Create an impression both locally and internationally that the clearing action against the protesters was just by using government controlled media outlets, official propaganda channels, and private media organizations where the government could exert influence to promote that all steps required under the law had been followed in dispersing the red-shirt protesters.

As a result of the information provided to the UDD leaders by highly placed sources inside CAPO, Mr. Jatuporn said the next seven days will be extremely dangerous and urged all protesters to remain vigilant for people joining the rally in an attempt to infiltrate the group and cause confrontation with security forces.

He reminded protesters present at Ratchaprasong that the red-shirt protest was a peaceful one and that red-shirt guards will immediately hand any person found in possession of a weapon over to law enforcement authorities.
